Outreach Healt FairAHP promotes the overall health and wellbeing of substance abusers by increasing connection to care and drug treatment services through adherence to substance use treatment and increasing linkages to care and treatment for clients who test positive for HIV.  This program also increases the availability of HIV testing and reduction services by expanding mobile rapid HIV testing and conducting educational sessions in STI, Hepatitis A, B, C and harm-reduction.

Outcomes for this program include significant increases in the number of individuals aware of their HIV status, substance users receiving recovery and addiction services, HIV-positive active substance users enrolled in detoxification, newly identified HIV-positive individuals receiving HIV health care services, substance user clients following through on referrals and adhering to treatment.
